In its Terms of Reference, the WBG entrusted the IAG with the mission, to be undertaken jointly with the various stakeholders in the project, of creating conditions favourable to “translating oil revenues into poverty-alleviation programs.” In doing so, the IAG shall deploy “political, economic, environmental, social, financial, and technical skills, but also the ability to listen and understand the concerns of people in the project area, representing all levels of society and diverse cultural backgrounds.”

On 21 February 2001, the WBG announced the creation of the IAG. It is made up of the following persons:

  • Chair: Mamadou Lamine Loum, former Prime Minister of Senegal;
  • Executive Secretary: Jacques Gérin, former Deputy Minister of the Environment, Government of Canada;
  • Jane Guyer, Professor of Anthropology at Johns Hopkins University and Research Associate at the Program of African Studies, Northwestern University, U.S.A.;
  • Abdou El Mazide Ndiaye, President, Forum of African Voluntary Development Organizations (FOVAD), based in Senegal; and
  • Dick de Zeeuw, Dutch agricultural specialist and convenor of a similar independent panel in Laos.
