The mandate of the IAG, as specified in the World Bank Group Terms of Reference, consists in:

  • observing the progress of the petroleum-development-related projects;
  • seeking information from stakeholders and concerned parties;
  • identifying problems and obstacles;
  • reporting on its conclusions and recommendations to the government authorities in Chad and Cameroon as well as to the World Bank Group President.

In its Work Plan published on 30 July 2001, and updated on November 20, 2003, the IAG emphasises its preventive role: to anticipate potential problems and to react promptly. In this perspective, the IAG will demonstrate flexibility and, when appropriate, will propose anticipatory actions as well as catch-up and recovery measures.

The IAG’s mandate will evolve dynamically over time. Attainment of the social, environmental and poverty-alleviation objectives shall remain, however, an unwavering priority.

The IAG works in partnership, in a spirit of independence, with all of the project stakeholders (lenders, the World Bank, NGOs, governments), including representatives of civil society and affected populations.
